Village of Elmwood

The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Blunt, Allgayer, Clymer and Chairman Ernst presiding. All signed the "Notice of Acknowledgement of Meeting".
Chairman Ernst declared the Open Meeting Act Posted. Kelly Jensen, Diann Stille, Todd Speth, Ben Kastens, Adam Offner, Kerry Keil and Becky vonRentzell were also in attendance.
Minutes from the special session on 3/24/11 were presented. Chairman Ernst amended the minutes to include: The State will need a shared operator agreement signed by 3/29/11. Chairman Ernst reminded the Board of the Boards decision to re-evaluate Spaulding's employment based on the State's action on Spaulding's water operator's license. Spaulding's response was he could not answer the question right now. Motioned by Allgayer, 2nd by Ronhovde to approve the minutes as amended.
Streets: Discussion of water standing on the corner of 4th and G Street. Clymer volunteered to clean the gutter.
Park: Ronhovde reported she contacted Christiansen Tree Service, Inc. regarding tree trimming. The EM elementary student council volunteered to pick up the branches on 4/19/11. Ronhovde requested the park be mowed after 4/19/11. An Easter Egg hunt will be held at the park on 4/23/11 at 1:00 p.m. Ronhovde requested permission to purchase new trees for the park. Motioned by Blunt, 2nd by Allgayer to approve Ronhovde to purchase trees up to the amount of $100.00. RCV: Aye: Clymer, Blunt, Allgayer, Ronhovde and Ernst. Nay: None. Absent: None. Discussion of opening the restrooms for the summer; Blunt offered to open the restrooms and to do any necessary repairs.
Library: No Action Taken.
Water: Todd Speth, from Municipal Supply, Inc. gave a presentation on water meters. Blunt reported the R.O. pump pre-filter needs to be replaced or repaired. Allgayer offered to take the old pump in to get an estimate for repairs. Waldinger is also getting an estimate to repair the pump. Blunt also reported Maguire Iron will be on site at the water tower on 4/15/11 to inspect and repair the tower. The water tower will be emptied by 11:00 a.m. for the inspection.
Sewer: Blunt reported the new temporary WWTF operator, Gayle Schukei, re-seeded the plant with bacteria from Eagle. Schukei also got the oxidation ditches corrected so they are now operating correctly. Gayle will be taking a composite test. Blunt reported Tan Aire jetted the main on 1st Street and thought the main may be broke. Blunt requested to hire Shoemaker to camera the main for $200.00. Motioned by Ronhovde, 2nd by Clymer to hire Shoemaker to camera the line. RCV: Aye: Blunt, Allgayer, Ronhovde, Clymer and Ernst. Nay: None. Absent: None.
Comp & Zoning: Discussion of needing more board members. The current board members are to ask citizens if they are interested and then bring the names to the Trustees for approval.
Planning Committee: No Action Taken.
Community Development: No Action Taken.
Elmwood's 125th Birthday Celebration Committee: The committee is looking into some etched glass, maybe wine glasses or Christmas tree ornaments as memorabilia.

Clerk vonRentzell was instructed to contact JEO for more information on the invoice for $211.50, and to hold the check until the next board meeting. Motioned by Allgayer, 2nd by Ronhovde to approve the claims with exception of JEO and instructed the Treasurer to pay the claims. RCV: Aye: Bunt, Clymer, Allgayer, Ronhovde and Ernst. Nay: None. Absent: None.
Unfinished Business: Discussion of hiring summer help. Blunt excused himself from the meeting at 9:17 p.m. Motioned by Ronhovde, 2nd by Allgayer to table the hiring process until references are checked. RCV: Aye: All, Nay: None. Absent: Blunt. Blunt entered the meeting.
New Business: No Action Taken.
Building Permits: Kelly Jensen, 309 East D Street, submitted a permit to build a new home. Motioned by Allgayer, 2nd by Ronhovde to approve the building permit. RCV: Aye: All, Nay: None. Absent: None. Ben Kastens asked the board if he could put up a 4 foot wooden fence around his backyard and along his retaining wall. The Trustees requested to look at the retaining wall and make a recommendation to Clerk vonRentzell.
Personnel Issues: Motioned by Blunt, 2nd by Clymer to table Clerk vonRentzell's job evaluation until 4/21/11. RCV: Aye: All, Nay: None. Absent: None.
