The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Ernst, Fields, and Chairman Blunt presiding. All signed the "Notice of Acknowledgement of Meeting". Becky vonRentzell and Dan Spaulding were also in attendance.
Chairman Blunt declared the Open Meeting Act Posted.
Minutes from the January 6, 2010 meeting were presented. Chairman Blunt declared the minutes approved as presented.
Streets: Vice-Chairman Fields voiced concerns that some sidewalks still needed to be cleared of snow. Blunt reported there are a couple of parked cars that are in violation of ordinances 72.10 and 72.11. Chairman Blunt suggested contacting Cass County Sheriff's Office to ticket the illegally parked cars. Blunt also reported Trustee Clymer is considering bids for work that will be done to "F" Street, the sidewalk on "F" Street and possibly a section of "E" Street. Clymer was absent from the meeting. Superintendent Spaulding requested the Village to pay his brother for help with snow removal on 12/25/09, when the power failed causing Spaulding to manually operate the sewer plant. The board agreed and requested an invoice be sent to the Treasurer at City Hall.
Library: Clerk vonRentzell reported concerns that there is no Proof of Insurance from the contractor that repaired the library roof. No action taken.
Sewer: Vice-Chairman Fields reported he is still waiting on comparison rates for a back-up generator that would be used in cases of electrical outages until the new WWTF is completed. Fields voiced concerns if the generator would be cost worthy to the Village. Spaulding reported if the power to the sewer plant fails, he has only 20-30 minutes to manually start the pumps before there could be a possible overflow. Discussion of training more employees on sewer operations was discussed. Motion by Fields, 2nd by Ernst for the Approval of Pay Application #1 to Hawkins Construction in the amount of $70,119.95. Aye: All, Nay: None. RCA: Ronhovde, Fields, Ernst, and Blunt. Absent: Clymer.

Motioned by Ernst, 2nd by Fields to approve the claims as presented, and instruct the Treasurer to pay the claims. Aye: All, Nay: None. RCV: Fields, Ernst, Ronhovde, Blunt. Absent: Clymer.
Unfinished Business
New Business: Clerk vonRentzell requested an increase from $50.00 to $100.00 on renter's deposits due to the water/sewer increase. The board advised Clerk vonRentzell to contact the League of Municipalities for instructions on passing a new Resolution. A request was made by a citizen to make the alley east of the Post Office to a One-Way Street due to the heavy congestion. The Board of Trustees tabled the request, citing that the heavy amount of snow was a possible cause for the congestion.
Building Permits
No action taken.
Personnel Issues: The Board instructed the stationary time clocks to be installed and in-use as of 1/25/10. Clerk vonRentzell stated she will be attending Clerk's Institute in March. The board granted permission for Clerk vonRentzell to receive the Village's legal paper, "The Journal".
No action taken.
There being no further business, Chairman Blunt declared the meeting adjourned.
